In connection with the announcement of the Ministry of Internal Affair, published in 2013, for recruitment by competition in order to funding projects under Norwegian Funds 2009-2014, the Ministry of Finance (the Polish Customs Service) obtained such a funding for the Project titled "Increase of the safety and operational capacity of the Polish Customs Service in the fight against cross-border crime and organized criminal groups.". The total budget of this Project is PLN 3 million with 85% being financed from the Norwegian Financial Mechanism.
The Project consists of training components prepared for the Customs Officers who are responsible for combating crime, protecting the Schengen zone as well as reconnaissance and preventive actions. This Project aims to train Customs Officers in a special driving technique along with providing the first medical aid as well as to increase the communication ability in the chosen foreign language, with an emphasis on specialized environmental vocabulary.
The training courses are first and foremost dedicated to Customs Officers involved in operational activities related to fighting against cross-border crime as well as participating in activities related to combating organized crime and indirectly human trafficking.
The main objectives of the Project are: professional development and the improvement of the safety of Customs Officers in the performance of duties including the increase of the number of effective arrests during pursuit while minimizing the risk for all road users as well as the increase of the quality of verbal communication with people who do not speak Polish language while performing their duties.
At present, contracts have been signed with bidders for all parts of the training courses and currently the Project is under implementation phase, which will have been finished by 2016.
1.Training courses of special driving technique along with providing the first medical aid
The subject of the training courses includes issues such as: improving the avoidance of obstacles on slippery surfaces, the rules of behaviour during a car rollover on a simulator, also driving improvement in the slip – trolley.
The training program also embraces issues related to basic life-saving treatments, with the use of such a device as adult and child phantom. The participants will also have the opportunity to familiarize themselves with the rules of using and operating of an automatic external defibrillator.
2.Language training courses
The range of the language training covers in particular such issues as conversations taking into account the vocabulary of the following areas: duty, law, tax, customs documents as well as tasks and procedures used by the Polish Customs Service in checking travelers. The participants will also have the opportunity to practice conversations in the field of customs control such as control of people, including the personal revision and luggage inspection.
